id say build the 16v and im a die hard n/a guy but miles SR86 is scary awesome, and shoobs, GZE is awesome, but my inner puertorican loves me some 13b, but id say build the 16v, they are cheap

then stick your 16v for now, cou can rebuild one for for about $300. get some mild cams, and lighten your load. once you get experienced, then up your power.
do you have an electric fan yet? do you have smallport "star" or aftermarket light weight cam pulleys? do you have a smallport exhaust cam in your bigport head? do you have a header? head shaved? port work?
all these are super cheap ways to get power out of your 16v. just an electric fan and lighter cam pulleys make a world of difference in throttle responce, and actually frres up some top end hp, that you can feel a difference in.
a gasket rebuild kit can be found on ebay for $36 including the head gasket. the rings can be found between $30 and $60, and bearingsthe same price. shim your oil pump a few mm, and drop your head off at the machine shop to have .040-.050 shaved off of it, this will raise your compression, but you will need adjustable cam gears to do this, oh yeah they can be had off ebay too for $40. bring your block to me, and ill hone it, hatch it and prep it for you. bring me your head and ill do some mild porting, i also have a smallport exhaust cam....
whats all that do?
shaving your head will raise your compression lighter cam gears and an electric fan will free up rotating mass slight porting will allow your engine to breath better now that youve freed up your rotating mass. the smallport exhaust cam will allow you to build more compression=torque. adjustable cam gears allow you to adjust your LSA and determine where you want power. of course a rebuild ensures reliability, andoem new power to startwith for tuning. the header will allow a greater scavenging effect in your head and let the exhaust flow free-er.
